Abstract

This study centers on the administrative role of parents teachers association in the moral development of secondary school students in Isi-Uzo local government area of Enugu state. In investing the above, data were obtained though questionnaire administration method. Also, libraries and interment the percentage analysis method was used to analyzed the responses elicited from respondents and meaningful conclusion draw there from. It was discovered that factor like the parents uniting with the teachers helps in moral development of secondary school students and also the teachers should do a lot of work by going to the parent to get their co-operation by appealing to them to attend P.T.A. meeting in order to make the school conducive for academic learning.

CHAPTER I

INTRODUCTION

This chapter deals with the following sub-heading; background of the study, statement of the problems, purpose of the study, significance of the study, research questions, scope/delimitation of the study, limitation of the study and definition of terms.

1.1                            Background of the study

It is accepted that the education of a child is a responsibilities of the home and the school setting. It is because of the above assertion that led to the introduction of the Parent Teachers Association (P.T.A.) in the restate of secondary school setting which dates back to the former east central take over of schools in 1970. before then, there were such events as parents day or open day on government and voluntary agencies. The administrative roles of parents teachers association in the moral development of secondary school students was a renewed conception of the east central state public education edict 1970, and it stated that the commission for schools shall ensure that administrative roles of parents teachers association is sponsored in every school to provides intimate supervision of the performance of the school, from the above assertion it can be seen that the government and public recognized the effectiveness and usefulness of the administrative roles of parent teachers association in the moral development of secondary school students since they engage or contributes in the supervision of the academic and attitudinal performance of the students. According to Ngoka 2008 administrative roles of parent teachers association designed to improve instructional programmes in secondary school students, moral and character development. It is typically an association designed to bring into a close relationship the home and school. It offers parents and teachers the opportunity to co-operate intelligently in the training of the students. It represent administrative role of parents in the secondary school students and provides an open and easy communication channel through which the constructive suggestion and ideas of parents can reach the secondary school staff.

Oladelo 2006 define parent teachers association as an organization, which attempts to bring parent and teachers together in the interest of the moral and character development of secondary school student. It seeks to move the false and out dated picture which parents and teachers have one another then making it possible for them to work as partness and fruitful collaborators in the moral development of the secondary school student. In this regard, the home, the school and the society are now recognized and constituting the three corners of a triangle that supports our educational system in moral development of our secondary school students- ideally parents teacher association is a forum for nourishing parents interest in curriculum discipline the secondary school students social activities and the qualities of class-room teaching. It is a voluntary and welfare administrative roles of parent / guardians of secondary school students and the teachers of the school. (Ngbodile 2007) it is against the fore going that has led to the formation of this organized body as provided for by the public education edict of many states in section 26(4) of 1974. According to the edict, the administrative role of parent teachers association executive commetees is made up of officers elected by the association these officers consists elected chairman from amongst the parents, the secretary, who should be the principle of the secondary school students or his nominees from the teachers, and elected treasurers from the parents, the financial secretary, could be the Bursar of the secondary school and five other elected members. The secondary school through the (P.T.A.) are expected to mobilize financial support and moral development of the secondary school students. The school as an organization is a social convention designed to serve the moral development need of the secondary school students and the individual that made it up. In the words of Joues (2009) “No school has ever operated in a social vacuum apart from the society it serves. Therefore, the importance attached to administrative roles of parents teachers association involvement in the moral development of secondary school students should be regarded as one of the cardinal responsibilies of any school administrator. More importantly Ocho (2005) opined that involvement of parents teachers association in secondary school students have been officially recognized and entreached”. He went further to say that they play considerable roles in the administration of secondary school students and are charged with the responsibilities of formaulating major policies guiding the students moral and character development, without which the school may not function effectively Ngola (2008) summed up the administrative role of parents teachers association as that of development of vision character and competence in our secondary school students. The parents teachers association should include developing moral and responsibilities and sound ethical and moral behaviour, capacity for discipline, moral and ethical sense of the valves, goals and processes of a free society and standard of personal character and ideas in secondary school student.

Uwaka E. (2008) Summed up the importance of parents teachers association in the provision of fund and equipment, when he said that “the parents teachers association can allocate free and for school buildings, play ground and farm. They can provide materials needed by the school raise appreciate fund for both laboratory and library equipment, contribute ideas, opinions to enable the school run more effectively, provide voluntary teachers, influence the government in posting qualified teachers to the school, out right building of class-room blocks, renovation of existing school building to the secondary school student.

Mean while, it is not clear on how the administrative roles of parents-teachers association in Isi-Uzo local government area of Enugu state contributes in the moral development of secondary school students. In view of the above ascertain, the researchers believers that administrative roles of parent teachers association in Isi-Uzo local government area of Enugu state do’ not always contribute in the moral development of secondary school student. On the other hand, if they contribute to what extent? This is the main concern of this study.

1.2                            Statement of the STUDY

The administrative roles of parents teachers association with particular reference to secondary school students in Isi-Uzo local government area of Enugu state is to teach students a specified processes to follow when making decision and putting these into actions.

However, it is not clear the extent to which the administrative roles of parents teachers association contributes to the moral development of secondary school student in Isi-Uzo local government area of Enugu state. The chairman of the State Primary Education Board (SPEB) prineces Oby Ngwu, had during the 2001 school year Samuel Udenigwe (2002) said that it is not clear of the contributions of the parents teachers association in the moral development of secondary school student in Isi-Uzo local government area of Enugu state. The problems of this study therefore is to fund out what specific contribution of administrative roles of parent teachers association contributed in the area discipline, impacting of moral valves, provision of facilities and inculcating moral development to secondary school students in Isi-Uzo local government area Enugu state.

1.3                            Purpose of the study

The purpose of this study is to assess the administrative roles of parent teachers association in the roles development of secondary school students in Isi-Uzo local government area of Enugu state. Specifically this study was to:

i)           Findout the administrative roles of P.T.A. in the maintaining of discipline in the school.

ii)          Determine the extent to which the administrative roles of P.T.A. in secondary school students in Isi-Uzo L.G.A. Enugu state contribute to the provision of equipment that will facilitate moral development.

iii)        Determine the extent to which administrative roles of P.T.A. in Isi-Uzo L.G.A. of Enugu state has contributed to the teaching valves to the secondary school students in Isi-Uzo of Enugu state.

iv)        To make recommendation on the major administrative roles of parent teachers association in Isi-Uzo local government area in Enugu state.

1.4                            Significance of the study

The findings of this study will enable the Secondary school students to acquire the knowledge of moral valve. The findings of this study will create awareness in the minds of the teachers and parents in secondary school students of Isi-Uzo L.G.A. of Enugu state towards moral development. The findings when practicalized may go a long way in bringing the gap in the relationship between the parents teachers, and students in the above mentioned schools. The study may help government to appreciate the contribution of the parents teachers association in the moral development of secondary school state in Isi-Uzo local government area of Enugu state.

1.5                            Research question

The following research question have been developed to guide the study effectively and to find out the administrative roles been played by the parent teachers association in the moral development of secondary school student in Isi-Uzo local government area of Enugu state.

i)           To what extent do the administrative roles of parent teachers association in Isi-Uzo local government of Enugu state contribute in the moral development of secondary school students with in the local government area?

ii)          To what extent do the administrative roles of P.T.A. Isi-Uzo local government area of Enugu contribute in the maintaining of discipline in secondary school students within the above local government of the state?

iii)        To which extent do the administrative roles of parent teacher association in Isi-Uzo local government area of Enugu state contribute to the teaching of valves to the secondary school student within the local government of the state?

iv)        To what extent do the administrative roles of parent teachers association in Isi-Uzo local government area of Enugu state contributes to the provision of equipment, materials and structures that will facilitate the moral development of the secondary wihin the local government of the state?

1.6                            Scope of the study

This study is centered on establishing the extent to when the administrative roles of parents teachers association contributes the moral development of a secondary school student in Isi-Uzo local government area of Enugu state.

1.7                            Limitation of the study

The researchers encountered some difficulties in the course of their research study. Among these problem are;

i)           Financial constraining – This however pose a great problem to the researchers for prompt attention to their research work. The initial problem come as a result of high transport cost. Also the high level of monetary squeeze in the economy as at this point in time did not help matters as most of the people that could have helped the researchers were financially incapacitated.

ii)          Time constrant – This was another big problem the researcher encountered in the course of their study owing to the fact that the project was approved when the semester was on going. Also time to cover the other academic work was short due to the nature of the semester. However, all these problems were duilling over comed by the researchers based on prompt gathering of materials offer the research work.

Another big problem the researchers encountered was the skeptical attitudes of the respondents about filling the questionnaires, as they thought that it is a criteria for tax assessment hence their initial unwillingness to respond. This problem was overcomed after much explanation and reassurance.

Finally, the researchers faced some problem of data collection initially. This problem was not only that the data was insufficient but also unwailable. However, this problem was overcomed through the existence of inter-library services.

1.8                                   Definition of terms

a)      Association – This is an official group of people who have joined together for a particular purpose and parent.

b)      Administrative – This is connected with organizing the work of an institution or even in a business.

c)      P.T.A. – Which is the parent teachers association, they set together in an organization to plan on the issue of their student or an instrument of community participation in education in Isi-Uzo.

d)      Moral development – Is the Piaget hypothesized that infants are born with schemes operating at birth that he called reflexes in other animals, these reflexes control behaviour throughout life.

e)      Secondary school student – This is a school for young people between the age of 11 and 16 or 18 compare to primary school, they are of age to stand at level.
