INTRODUCTION

1.0     INTRODUCTION

The internet is a basic technology in the development of information technology. Now, the Internet have become an important tool useful for the storage and management of information which can be accessible globally. The use of internet technology will make it easier for people to obtain latest information quickly and effectively. The Internet has become a very important tool that is required by the knowledge-based society for the contemporary information. E-learning  is  an  education  via  the  Internet,  network,  or  standalone  computerE-learning is basically the network- enabled convey of skills and knowledge. E-learning refers to using electronic applications and processes to learn. E-learning applications   and   processes   include   Web-based   learning, Computer-based   learning,   virtual   classrooms   and   digital collaboration.

Jacobson (2016) stated that “Internet plays a vital role in the field of education”. The academic community has undergone profound transformation during these years, assuming new dimensions influenced by technology-driven applications.

The Internet is a priceless source of information for students and a tool to enhance their productivity this has made students to be heavy users of the Internet compared to the general public.

According to Jones (2012), “86% of university students in America are Internet users compared to only 59% of the general American population”. The internet provides an array of powerful tools that may help in transforming the present isolated teacher-centered and text-book bound classrooms into, students focused, interactive knowledge environment. The Internet was described as a ‘sea of information’, containing texts which are not housed between library and bookshop walls and subject areas span across all fields of knowledge.

Bargees (2016) also reported some benefits of the internet access for college students. They indicated that the “internet usage impacts education in a positive way by increasing communication with classmates and professors, increasing access to libraries and educational databases, and improving study hours and study habits”. Despite the positive impact of the internet on academic performance, research findings have shown that excessive internet usage adversely affects one’s physical health, family life and academic performance. Other related problems includes, decline in study habits, drastic drop in grades, missing classes and poor integration in extracurricular activities.

Perry et al.  (2018) research into the possible differences among attitudes of the university students in the South Eastern USA towards the Internet according to the age. They report that all university students, at any age, use the Internet regularly.

Crews and Feinberg (2012) reported the results of research conducted in the USA on university students who live in the urban, rural and suburban areas. Their findings indicate that difference in means show a medium effect size between the times of week urban students access the Internet when compared to rural students. Similar results are observed for the difference in means between the perceptions of the students with regard to the item that the social service applications are crucial in rural areas. It is suggested that the rural areas are somehow left behind in relation to the “information superhighway”.

1.1     BACKGROUND OF THE STUDY

It is commonly thought that new technologies can make a big difference in education. In young ages especially, children can use the huge interactivity of new media, and develop their skills, knowledge, and perception of the world, under their parents’ monitoring, of course. E-learning includes all forms of electronically supported learning and teaching. The information and communication systems, whether networked learning or not, serve as specific media to implement the learning process. This often involves both out-of-classroom and in-classroom educational experiences via technology, even as advances continue in regard to devices and curriculum. E-learning is the computer and network-enabled transfer of skills and knowledge.

In recent years, the traditional context of learning has experienced a radical change, Wang et al. (2007). E-learning has become an inseparable part of today’s teaching and learning. The Sloan Foundation reported that in 2006 approximately 3.5 million students were using various forms of online education in higher education institutions in the United States (US), Allen & Seaman (2007). There are three major themes regarding the benefits of e-learning for an organization. The first benefit is related to scalability, which refers to the ability of e-learning to easily adapt to increased demands by reaching more learners with minimal effort and low cost. The second benefit relates to learning agility, which refers to how e-learning can facilitate an organization’s ability to respond to change by preparing employees with required knowledge and skills. Reducing the time spent on preparing and delivering learning materials is essential for enhancing an organization’s learning agility. The final benefit relates to the fact that e-learning can induce and reinforce a culture of continuous learning through engaging learning activities, collaboration and the sharing of information.

1.2     STATEMENT OF PROBLEM

Looking around students especially tertiary education suffers a lot of setbacks in external exams due to the primitive nature of teaching system which they receive. They don’t have access to global information hence lacks a huge knowledge of what is obtainable in the society, the library is not equipped with good books and at the same time they don’t have access to internet. The rate of examination malpractice has increased and attention must be given fast to it before it ruins the education system of the country. In order to curb this problem, it is relevant to therefore implement the event of studying online where academic materials can be accessed unlimitedly to aide academic growth.

1.3     AIM AND OBJECTIVES

The aim of this study is to design and implement an an online small scale computer school for students in Delta State Polytechnic, Otefe which is targeted at aiding effective learning among students.

The objectives of this work are as follows:

  • To examine the satisfaction level of the use of the existing learning method
  • To examine the various constraint in the user satisfaction of the current learning system
  • To propose a design of learning approach that when implemented will eradicate the problems of the existing teaching and learning practice in the polytechnic.

1.4     SCOPE OF THE STUDY

The study is focused on developing a standard working e-learning (web-based) system and at such; the study scope of coverage includes practice of the proposed learning system at the Delta State Polytechnic, Otefe-Oghara.

1.5     SIGNIFICANCE OF THE STUDY

In implementing the objectives of this study, the result of this study will erase lots of problems associated with the manual learning material system. The study will benefit institution since it will enable users to access learning resource digitally without the inconveniences of students carrying books, journals, magazines etc. which could result in rapid wear and tear of these resource.

E-learning can provide benefits for the organizations and individuals involved.

Improved performance: it is interactive to the students thereby improving their productivity.

Improves standard of education: it eliminates examination inadequacies like examination malpractices.

Increased access: it enables people from any part of the world to be educated.

Convenience and flexibility to learners: learning process is structured in units; this makes the learner study at his own convenience without getting too bored with lectures.

1.6     LIMITATION OF THE STUDY

The limitation of the proposed system is as follows;

  • The web based learning material system requires technical skills to manage and operate, thus staff that are not computer literate cannot use the system
  • Advance techniques are not used to check authorization
  • The system works as a standalone computer application in its compactable environment.

1.7     DEFINITION OF TERMS
