INTRODUCTION

1.0     INTRODUCTION

A driver’s license is a form that allows a driver the authorization to make use of cars and vehicles in the country. A driver’s license states that a person may operate one or more types of motorized vehicles, such as a motorcycle, car, truck, or a bus, on a public roadway without in-vehicle supervision. The laws relating to the licensing of drivers vary between jurisdictions. In some jurisdictions, a license is issued after the recipient has passed a driving test, while in others; a person acquires a license before beginning to drive. Different categories of license often exist for different types of motor vehicles, particularly large trucks and passenger vehicles. The difficulty of the driving test varies considerably between jurisdictions, as do factors such as age and the required level of practice (Jakes, 2014).

Before obtaining the motor license, the applicant has to first of all, present the particulars of the car, which will be accessed. After that, he will be given a form to fill. The job of issuing a motor license to the vehicle owners is the work of the Federal Road Safety Commission (FRSC). Without the issuing of this license, the car/vehicle will not be allowed to ply on the road, and if anyone drives a vehicle that has no license, when arrested will be liable for prosecution by the provision of the law establishing highway rules and regulation. Therefore, for someone to obtain motor/vehicle license, the vehicle inspector must have to make sure that the entire document on the person’s possession is authentic (Steve and Bell, 2017).

According to Edon (2019), a driver’s license verification is essential to avoid paying for a fake card and avoid being embarrassed by the police or FRSC. Validation of your card also helps a lot in cases of unwanted incidents. To verify a driver’s license in Nigeria, you need to find the official website of the Federal Road Safety Commission, then follow the procedure to check whether your license is available in their database or not.

The World is experiencing an information knowledge revolution that is fundamentally transforming the way in which human activities are carried out. Governments worldwide are adopting e -government as a means of improving their services to businesses and citizens, promoting economic and social development, and enhancing the effectiveness and efficiency of government operations. Computer plays vital role in the development of any company it also saves some of its complex problems that are been faced by man and processes voluminous data within a short period of time or at an incredible speed. Recent emphasis on information and data processing in most of our business has grown adversely as in the case of motor vehicle license and plate registration. In as much as motor vehicle registration has been in existent for ages now, the old system of registration has been in adoption which did not play a significant role on highway safety until the development of the new system of vehicle registration where a reflective sheeting which is more visible to read even in the dark (Wighi, 2018).

1.1     BACKGROUND OF THE STUDY

Vroom (2016) pointed that the historical background of drivers licensing can be traced back to the 1800’s when Karl Benz, inventor of the modern car, received a written “Genehmigung” (permit) from the Grand Ducal authorities to operate his car on public roads in 1888 after residents complained about the noise and smell of his Motorwagen. Up until the start of the 20th century, European authorities issued similar permits to drive motor vehicles ad hoc, if at all.

Adkins (2018) asserts that mandatory licensing for drivers in the United Kingdom came into force on 1 January 1904 after the Motor Car Act 1903 received royal assent. Every car owner had to register their vehicle with their local government authority and be able to prove registration of their vehicle on request. The minimum qualifying age was set at 17. The “driving licence” gave its holder ‘freedom of the road’ with a maximum 20 mph (32 km/h) speed limit. Compulsory testing was introduced in 1934, with the passing of the Road Traffic Act.

Prussia, then a kingdom within the German Empire, introduced compulsory licensing on 29 September 1903. A test on mechanical aptitude had to be passed and the Dampfkesselüberwachungsverein (“steam boiler supervision association”) was charged with conducting these tests. In 1910, the German imperial government mandated the licensing of drivers on a national scale, establishing a system of tests and driver’s education requirements that was adopted in other countries.

Other countries in Europe also introduced driving tests during the twentieth century, the last of them being Belgium where, until as recently as 1977, it was possible to purchase and hold a permit without having to undergo a driving test. As traffic-related fatalities soared in North America, public outcry provoked legislators to begin studying the French and German statutes as models. On 1 August 1910, North America’s first licensing law for motor vehicles went into effect in the U.S. state of New York, though it initially applied only to professional chauffeurs (Houston, 2016).

Saheed (2014) revealed that a driving license is required in Nigeria by any person driving a vehicle on any highway or other road defined in section 192 Road Traffic Act 1988 irrespective of the ownership of the land over which the road passes thus including many which allow the public to pass over private land. The Federal Road Safety Commission (FRSC) was established in 1988 as Nigeria’s lead agency for road safety management and traffic administration. Its enabling law is cited as the FRSC (Establishment) Act, 2007.

 

 

1.2     STATEMENT OF PROBLEM

To process your driver’s license in Nigeria, it takes up to 60 days and 48 hours for express procurement. Driver’s licensing is a job that requires accuracy of data and this exercise is required for every new registration. So a lot of people bring their vehicle to licensing office for registration and driver’s licensing, hence, resulting in the large crowd that is always witnessed in licensing office. This was when the manual system was still in use. Therefore, going by this method of issuing a license to drivers, licensing officer’s encounter a lot of problems which includes:

  1. Multiple Registrations
  2. Delay in issuing a driving license to vehicle owners.
  3. Irregular renewal of driver’s license
  4. Loss of revenue by the government due to fake registration papers

1.3     AIM AND OBJECTIVES

The objective of this study is to design a system that will assist Licensing Office to issue driver’s license to vehicle owners.

The objectives of the study are as follows:

  1. Create a database for registering new driver’s license
  2. Print driver’s license to vehicle owners.
  3. Captures and stores data for driver’s license issuance.
  4. Detect double registration

1.4     SIGNIFICANCE OF THE STUDY

The implementation of this study design will benefit the government, the general public and particularly those in pursuit of the their driver’s license which have been or is cared of experiencing the stress and long wait of the process. Driver’s license registration and renewal system have held confidentiality, integrity, and availability to be the core principles of information security. In the research work carried out, the following are some of the benefits the government will derive from the new system designed.

1.5     SCOPE OF THE STUDY

Licensing Office is responsible for collecting all the data related to driving licensing and renewing. This project work will cover all aspect of driver’s license registration and renewal.

1.6     LIMITATION OF THE STUDY

Some factors have posed as an obstacle to this, and some of these constraints are as follows:

Finance: This contributed in my project research since there was much money exhausted in moving to and fro to gather facts for this work.

Time: this affected this research as I was running lectures and conducting this research simultaneously.

 

 

1.7     DEFINITION OF TERMS

Vehicle Licensing: A regular fee paid to permit the use of one’s vehicle on the public roads. The fee helps to pay for road projects and road safety programs. Your vehicle must be both registered and licensed for you to legally drive it on the road.

Vehicle owner: is a person who has met up with the entire necessary requirement for owning a vehicle and has the right to drive it on public roads.  

Licensing office: A place where vehicle registration, licenses and other vehicle related documents are performed.

Licensing officers: Is a person who registers vehicles in the licensing office. Vehicle: A mechanically propelled and wheeled object used for conveyance. Computerization: Introduction of the use of computer in an application area by writing a program that will suit the work.

Driver’s license: driving license is an official document, which states that a person may operate a motorized vehicle, such as a motorcycle, car, truck or a bus, on a public roadway.
