1.0 INTRODUCTION

1.1 BACKGROUND OF THE STUDY

Today in an era when many people feel power-less to change their lives, cooperative represent a strong, vibrant, and viable economic alternative. Cooperative are formed to meet people’s mutual needs. They are based on the powerful idea that that together, a growth of people can achieve goals that none of them could achieve alone.

For over 160 years now cooperative have been an effective way for people to extra control over their economic live hoods (Agarwalr and Govtim 1996)

Cooperative  are dedicated to valves of openness, social responsibility and caring for other including retired civil servant such legal entities have a range of social characteristic.

  1. Membership is open: Meaning that anyone who satisfies certain non discriminatory condition may join
  2. Economic benefit are distributed proportionally to each member’s lever of participation in the cooperative
  3. Cooperative society are organization voluntarily owned and self controlled (non government) it aim is to solved the need of it members.

Cooperative organization also serve as a tools to promote self reliance among the civil servant by:

  7. Cooperative help to prevent exploitation by engaging members in many business.

The subject, self reliance is topical one and become even so when allied with cooperative. This is because there is continuity decrease of resources, particularly of the cooperative to deal with search for all sorts of models including the cooperative. In this research all effort are made to explain reference to the cooperative society.

The performance of the cooperative in the attained of the set objective, the problem encounter and the prospects for the future, self reliance is an expressing which has overtime generated a lot of interest and has become conceptually and practically, in developing countries wresting with numerous need with limited resources.

Cooperative organization serves emerged as self-help entitled to combate economic and social inadequacies (Baarder 2006)  Cooperative organization serves as effective tool by their nature, they build economic self reliance among their member. Their benefits of cooperative organization accure to the larger society because they create local jobs re-invest locally, emphasis on education and skills raise local management capacity.

People come together in cooperative society to fool their resources together so as to meet the individual needs that could not be resolved by individual limited financial capacity. Cooperative society provide serves to benefit both member and civil servant. It was also observed that it is an essential tool for development for les economically development communities.

Retirement systems are sensitive issue especial in low-income developing countries like Nigeria. Where most employees neither have any meanifull retirement benefits nor earn enough during their working live to cater for their retirement period (Awosike 2009).

The life style of many employees depend to a large extent on many factors, some of which include ones culture, his preferences, level of resources, and the surrounding economic and social environmental factors. The subject of retirement has been attracting  increasing attention in many organization in Nigeria.

According to Nwachokwah (2000) many factor account for this  renewed emphasis.

  1. No life employee is expected to work throughout his/her entre life on earth, arrangement must be made for old age.
  2. The life expecting of many Nigeria workers has increased and majority of them are expected to work until the retire even those who believe   that death could come at any time  the hope that their retirement benefits  who be giving to the their next of kin.
  3. The extended family system, which in the past helped retirees, is gradually losing its impact to western culture and inference.
  4. The government has enacted laws encouraging employees to pay retirement benefits and gratuities to qualified retires.

Due to the above sceneries, employees and retires are advocating and gitating for more enlightenment an education in planning for retirement life. employment tool are not left out as more qualified and productive and financial benefits and pension after retiring for civil servant there is a fundamental desire to keep updating their skills and improving their productivity in order to earn more and be able to cater for the person and indeed the future, which is the period of retirements from regular paid employment.

1.2 STATEMENT OF THE PROBLEM 

One of the greatest challenges that face typical civil servant throughout their working life is life after retirement. Retirement concerns emotional, psychological,  as well as financial challenges that workers have to preserve well a head of time.

According to Aina (1992) retirement and dismissing  are indefinite separation from the payroll due to facture such as loss of sales, shortage of materials, seasonal fluctuation production delays or due to administrative shake  up as have been witnessed in public services. retired civil servant  are also with draw of individual from gainful of employment in the later part of his or her life on order to enjoy a period of leisure till death.

Other problem facing civil servant is low level social responsibilities, inadequate access to medical facilities, also Nigeria does not have an operable young unemployed and most disturbing . In order to enjoy the wonderful years of retirement one most plan to address the social issues that affect effective retirement planning. The issues are affect effective retirement planning. The issues are size of family, polygamy extended family, in adequate access of medical facilities, and most importantly housing.

All this must be take into consideration by making used of cooperative society in order to meet the living standard. This study will look into the role of cooperative organization in improving retired and servant  for a better standard of living despite of irregular income which they used.

1.3 RESEARCH QUESTION

1.4 OBJECTIVE OF THE STUDY

The broad objective of the study is to examine the impact of cooperative society. Society in promoting self reliance among the retired civil servant.

         The specific object are to

  1. To analyze the roles of cooperative organization in socio-economic development of retired civil servant
  2. To find out the mode of empowering retired civil servant in cooperative society.
  3. To know does challenges confronting cooperative society in empowering the business of retired civil servants with cooperative society.
  4. Analyze the level of membership of retired civil servant with cooperative society.

1.6 SCOPE AND LIMITATION OF THE STUDY

         The scope of the research is to examines those tools conservative society use in promoting self-reliance among the retired civil servant.

The researcher intends to find out those way cooperative society been has help for the civil servant, to also known those challenges face then and how to solve their problem

1.7 SIGNIFICANCE OF THE STUDY

The study viewing the impact of cooperative society in socio-economic development of retired civil servant towards the improvement and development of cooperative members satisfaction as a result of being a members of cooperative society will be of immense benefit to self employee’s potential industrialist and student that want to be self-employed in impacting the skill needed.

The finding will be of benefit in promoting the social and economic well being of the nation by giving them loan. Is seen as a primitive method of saving meant for the haves-not” in their midst, its emergence meant nothing except the low income-earners and traders who have embraced  the concept as life saving method.

Cooperative is also collection of individuals, having common felt need, decided to pool their needs, to a large extent, it is also a type of functional economic circumstance made primarily in response to a desire on the part of participants to maximize individual economic advantages.

1.8 DEFINITION OF TERMS

Cooperative organization: it is an association of person who have voluntarily joined together to achieved  a common and economic goal, through democratically controlled organization.

According to Mr tongyi, (1999) is an association of persons and usually of limited  means who voluntarily associated making equitable contribution to the capital required and accept fair share of benefits and ask of their under taking. The objective of the group is to meet members needs in the field of economic social and  cultural aspiration.

Self- reliance:- Is the ability to use one’s own forces is also a quality of depending on yourself  for things instead of relying on others. When people have self-reliance they are independent and astronomy in other words, they care of themselves

Social Economic Development:- Is defined as an ongoing refinement  of existing behavioral , patters, feelings attitude toward others and understanding of  others. Is also a process by which a high degree of self-reliance in economy growth in a given community of a country is substantial  reduction in poverty unemployment and socio-economic injustice.

Retirement : Refers to the time of life when one choose to permanent leave the work force behind. The traditional retirement age is 65 in the united states and most other developed countries, many of which have some kind of nation pension or benefits system place to supplement retirees incomes. Is also the withdrawal from one’s position or occupation or from one’s job, careers or occupation permanently, usually because of age, number of service years and on the ground of ill health of accident.
