CHAPTER ONE

1.1    BACKGROUND OF THE STUDY

Coming to Bayelsa State to study has really made me to see how important communication interpretation is to diverse people from different location and tribes, imagine the importance of the Federal institution in Otuoke community; which is for exposure, local language awareness and development, Thus, introducing internet access and need for interpretation of local language to general language and vice versa prompting a need for a language interpreter.

People across the globe have access to multiple forms of relevant materials such as texts, journals, articles, adverts and websites via the internet. However not all these resources (especially the text-based) are in the languages most users understand. Many of these resources come in diverse nature of languages ranging from English language (US and/or British) which is a popular language, French language, Arabic language and a host of others. Many people today believe that reading and working on materials in one’s native language seems more enjoyable than other forms of languages thereby calling for the need to translate texts into languages of interest.

Translation as a process, is an activity comprising of the interpretation of the meaning of a text in one language and the production of a new, equivalent text in another; thus, ensuring that both the source and the target texts communicate the same message while taking into account a number constraints such as context, the grammar of the source language, its writing conventions, idioms and the likes. The real challenge in this isn’t only about translating the text(s) of a language into equivalent text(s) of another language but the generation of meanings instantaneously and accurately. In real sense, No automated system is meant to replace human translation system but could help in some areas where necessary. For instance, a properly implemented system could assist those seeking to understand certain text materials which aren’t written in the language(s) they understand for important decisions making and action taking. Designers in Machine Translation (MT) mostly care about the provision of the meaning of a particular input text in a general form to the user when designing systems. These systems (i.e. Translators) come in different forms; for example, one type functions to provide assistance and help to human translators during translation processes, such as the help in linguistic rules and language grammar. Another type is the automatic system that attempts to directly translate sentences and texts without any human intervention while the third is designed to operate according to different laid down algorithms and translation policies with respect to the contents and contexts of the translation. The key item of interest in this translation mechanism is “languages” which across Nigeria are made up constructs derived or created out of syntaxes of different classes. This is simply because of the differences in grammars of the existing languages in Nigeria. Some languages seem relatively simple and easy to learn to some people while others look difficult to some extent. Meanwhile, information in some languages considered difficult are rarely accessible on net by people; a condition that tends to portray these languages as irrelevant.

Currently, most technical documents in Nigeria are written in English. When people who do not know English would like to know such documents, they have to ask translators for help. However, as such documents are increasing in a tremendous speed, it is almost impossible to translate all of them in time, provided that translators carry out the task manually. Fortunately, the emergence of computer-aided translation software changed this awkward situation.

Now, translation practice has undergone a drastic change compared with the past. There’s no exaggeration to say all translation are CAT (Computer Aided Translation). Computer-Aided Instruction (CAI) has been developed fast throughout the world since it originated in USA in late 1970s. With decades of development, CAI nowadays has mainly two research directions. The first direction is the development of multimedia technology with the help of advanced audio-visual technologies. The study enables the possibility of presenting vividly the teaching contents with the help of animated films, videos, sounds and images. The other direction is CAI has reformed the educational practice, in which computer plays a significant role. New teaching ideas and teaching methods are enriching the translation course and broaden those translation educators’ scopes. For example, since 1995, integrating hypermedia devices, such as Adobe Premiere and Sound Edit, for translation teaching projects, have been frequently used in the translation teaching. According to the Computer-aided translation teaching survey, many software and tools, such as Find Reader, OmagaT, are frequently used in translation teaching to improve the quality and efficiency of translation.

1.2     STATEMENT OF THE PROBLEM

Documents are increasing in a tremendous speed, and it is almost impossible to translate all of them in time, provided that a translator carries out the task manually. Fortunately, the emergence of computer-aided translation software is needed to change this awkward situation as there are many people who love to preserve their language to their children by exposing them to its learning. And the fact that many people who doesn’t understand general written language in some area in Nigeria needs an interpreter for such prompting a need for easy, efficient and user friendly software.

1.3     AIMS AND OBJECTIVE

The aim is of this project is to design a language translator software using python programming language.

The objectives of the research work are;

  1. To allow user to know the correct meaning of a particular word in their local language.
  2. To help make communication easy.
  • To encourage localization of home based language.
  1. To implement the design of the translation application for local use.

1.4    SIGNIFICANCE OF THE STUDY

It is very important to know that Language translation is an advantage to all but locals and foreigners as it help ease communication and understanding. A stranger needs not to worry or be afraid when in contact with document written in foreign (English, French, or Spanish) or local language whether online or offline.

1.5 SCOPE OF THE STUDY

The scope of this study is strictly limited to language translation of Igbo to English and vice versa as it focuses on mainly Nigerian language.

1.6     Organization of Study

This project work is organized into five chapters. Chapter one talks about the introduction of the work. Chapter two gives a review of relevant literatures. The design of the system is presented in chapter three. Chapter four gives the implementation procedure of the system. The summary, conclusion and recommendation of the study are discussed in chapter five.

1.7     Definition of Terms

Computer Aided Translation (CAT):  It is a form of language translation in which a human translator uses computer software to support and facilitate the translation process.

Document Object Model (DOM): It is a convention for representing and interacting with objects in HTML, XHTML and XML documents.

Extensible Markup Language (XML): It is a markup language that defines a set of rules for encoding documents in a format that is both human-readable and machine-readable. It is defined and maintained by the W3C.

Locale In information technology: locale refers to the supported languages and country and culture specific properties that the user wants to see in their user interface. Basically, it refers to where the user comes from and it is more than merely the spoken and written language, for it includes cultural norms and practices. For example, using “N” instead of “$” as currency in Nigeria.

Machine Translation (MT): A methodology and technology used automate language translations from one human language to another, using terminology glossaries advanced grammatical, syntactic and semantic analysis techniques.

Segmentation: It is division of text into translatable units such as sentences or paragraphs, and most TM tools contain segmentation rules.

Terminology-oriented database: It is a conceptual extension of an object-oriented database. It implements concepts defined in a terminology model.

Translation Memory exchange (TMX): It is an open XML standard for the exchange of translation memory data created by computer-aided translation and localization tools.
