CHAPTER ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

In spite of the many altruistic and well-meaning reasons sometimes put forward to support the case of tourism development , such as those originally proposed in the manila declaration  (WTO 1990), it is the economic benefit that provide the main driving force for tourism development. Foreign earnings, income and employment generation are the major motivations for including tourism as the part of a development strategy.

Plateau is endowed with a very rich cultural heritage that spans through various ethnic groups, a variety of vegetation belt complemented by a tropical climate which account for the states bio- diversity.Plateau is the perfect haven for tourists. Plateau can be described as a state with unlimited potentials for tourism development. The state posses several diverse and unique tourist attractions and these include Hill station Hotel, National Museum, Plateau Hotel, Jos Wildlife Park, and Assop falls game reserve, 12months of sunshine facilitating scenic landscape, wide variety of wildlife games in their natural habitat and very hospital people(Ojo 2003).

Government involvement in tourism industry was not much and as such it a lacked guideline for development and it is finally not developed as expected. But though a failure, it however laid the basis for subsequent actions on tourism in the state. Government still conscious of the need to diversify the revenue bases of the economy promulgated decree 54 of 1976 that gave birth to Nigeria Tourist Board (NBT) and State Tourism committees at Federal and State levels respectively which took over the functions of the Nigerian Tourist Association as the sole organ responsible for the administration and development of the country’s tourism Industry.

The study lays emphasis on the prospects and challenges facing the tourism industry in plateau with the view to achieving a planned dynamic tourism industry in the state. This is important because for the past years tourism industry activated a numerous challenges faced by the industry, for quite some time agriculture has been the major source of revenue despite its rich natural resources which if properly developed and marketed can encourage tourism being the fastest means of earning hard currencies.

Tourism can become a great source of revenue generation through which the state can pay her debts and cater for citizens. The benefits of tourism such as generation of employment, rural development, and contribution to Nigeria’s net foreign exchange position, government revenue and national unityare being overshadowed by numerous challenges such as government attitude towards the industry, financial problems, and problem of man-power infrastructure.

This study conclusively shows how the impacts of the industry will be felt in the natural economy if properly planned and developed indeed, the reality worldwide is that while government may take the lead in articulating a tourism development master-plan laying out broad guidelines and out living primary incentives, it is the private sector that subsequently translate these ground design into profitable realities.

It is the knowledge of these that the researcher urges bank, tourism and other private sector investors to the challenges of contributing their respect quarters towards the development of the state tourism industry and potential tourism attraction in plateau. Apart from this, the project also shows how tourism industry can conveniently take the place of agriculture in term of generating hard currencies, employment, development and government revenue in the state. This is to say that as far as this study is concerned, the prospects of this industry are numerous and of great significance to the state if the challenges are properly tackled.

  1. 2 STATEMENT OF THE PROBLEM

The prospects and challenges of tourism development in plateau state at the dawn of the new millennium are numerous. Tourism requires professional know how that would be able to plan, develop, manage and direct its activities and enhance benefits for national economic growth.

Statement of the research problems will therefore look at the low progress of growth development of tourism development in respect of under utilization of its available facilities, attraction in the state, and a host of other tourist’s products. Another area of concern is identifying whether the tourism industry can be fully developed to serve as an alternative for agriculture.

  • OBJECTIVES OF THE STUDY
  1. To lay emphasis on the study base on the problem and prospects of tourism development in plateau state.
  2. To spell out some dynamic solutions to the problem affecting tourism development in plateau state.
  • To give standard encouragement to private investors to engage in tourism business and also identify the tourism potentials in the state and access to what extent they have been developed.
  1. To educate and highlight people in different discipline both urban and rural areas about sound contract of tourism industry in the field of socio-economic and social-development.
  2. Identify ways and means of developing a prospect and challenges of tourism development in plateau at the dawn of the new millennium.

1.5 SIGNIFICANCE OF THE STUDY

The study will help to highlight the challenges and future of tourism in the state. It could serve as the basis through which the unknown tourism resources could be explored and how the available resources can be conserved. Moreover, it will also help individuals to the investment opportunities in the tourism industry and the benefits accruing from investing into it. The research hopes that an investigation of this nature will encourage government to use appropriate policy measures to combat tourism problems.

The other significance of the research will be to lay the basis for researchers who may wish to carry further studies into the tourism industry the state government and particularly by Nigerian Tourism Development Cooperation (NTDC) for whom the research will be very important by giving recommendations towards a prosperous future tourism industry.

1.6 SCOPE OF THE STUDY

The scope of the study covers prospects and challenges of tourism development in plateau state, case study of the Hill station hotel, Plateau hotel, Jos Zoological Garden, Jos wild life park and Riyom Rock Formation.

1.7 LIMITATION OF THE STUDY

In cause of writing this project the researcher encountered some difficulties which serve as limitation to the study. The limitations include inadequate fund, lack of response, inadequate time frame and difficulties in searching for research materials.

1.8 DEFINITION OF TERMS

Prospect:  is a potential client interested in your products and has the finances to buy them but has not yet done so.

Challenge: Something that by its nature or character serves as a call to make a special effort, a demand to explain, justify, or difficulty in an undertaking that is stimulating to one engaged in it.

Tourism: is travel for pleasure or business; also the theory and practice of touring, the business of attracting, accommodating, and entertaining tourists, and the business of operating tours.

Development: is a process that creates growth, progress, positive change or the addition of physical, economic, environmental, social and demographic components

Tourism development:  is the process of establishing and maintaining a tourism industry in a particular location. At its most fundamental level, tourism development can be defined as the process of developing strategies and plans to increase/develop/encourage tourism in a particular destination.
